These are essentially "mini-scenes" that contain their own drawings, palettes, and timing. When you drag a template into a scene, it creates a copy of those assets. Changes made to the template in the library will not affect scenes where it has already been used, making it the safest way to share complex character rigs or backgrounds across multiple shots.
